Welcome to the National Coalition of Public Safety Officers/CWA website and the future of Public Safety Unions in the United States. We have recently re-designed our web page and hope you find it both informative and current to the issues of law-enforcement, regardless of your chosen profession within the public safety ranks.

Let me begin by introducing myself: My name is Luis Ebratt and I’m the President of NCPSO, which was established in 1994. I retired as a probation officer, serving on both the East and West coasts for 34 years. Fifteen of those years included a warrants detail, both as a manager and line officer. The remaining time was spent as an investigator and caseload officer. My career has provided me a diverse experience to include nearly all facets of the criminal justice system; for which I am indebted. This background set the foundation for my current position within NCPSO and provides a unique perspective in helping the NCPSO BOARD set the tone and direction for law-enforcement unions in this country. I invite you to view the biographies of my NCPSO colleagues to see how our varied backgrounds provide the backdrop for an all inclusive law-enforcement movement.

This is an exciting time, both locally in my home state of Arizona and nationally. While here in Arizona , AZCOPS Local 7077 has set an unprecedented pace for police labor growth, NCPSO anticipates greater opportunities once pending federal collective bargaining legislation is enacted in the 211th Congress. Further , our efforts to advance a national "Peace Officers Bill of Rights" has put NCPSO in the "debate" for the past five years. Our coalition is concurrently working to advance significant federal legislation which will forever impact our profession and move the police labor movement to the fore. Details will be released as they unfold in Washington; be sure to visit our site for future developments and once again, welcome to NCPSO.

NCPSO/CWA National Training and Leadership Conference
 

HURRY AND MARK THESE DATES ON YOUR CALENDAR!

On August 27 and 28, 2010, the National Coalition of Public Safety Officers/Communications Workers of America is conducting it's 8th annual NCPSO/CWA national training and leadership conference in San Diego, CA at the Holiday Inn. The NCPSO/CWA is the law enforcement division of CWA and represents officers throughout the country, with an especially strong representation in the southwestern and western parts of the United States. Here are the particulars about the program:

- Offensive Bargaining Tactics and Strategies

- Government Pensions Under Attack

On Thursday evening August 26th there will be a welcome reception.

On the Friday morning August 27th, there will be a training program from 9:00 AM to 5:00 PM. The speakers will include:
 

Mark Makler is a principal Shareholder in the law firm of Garrettson, Gallagher,, Fenrich, & Makler, P.C., (www.ggfm.com) which he joined in 1996. GGFM specializes in representation of Oregon and Washington public safety organizations, including law enforcement, firefighters, corrections, emergency communications, and public safety support.

. Regina Markey is an attorney with the union-side labor firm Beins Axelrod, PC in Washington, DC. Regina has spent many years advising labor organizations and financial institutions on pension fund issues from a worker
s perspective, both as a consultant and employee of the AFL-CIO and its affiliated organizations.

David Rosenfeld a partner at Weinberg, Roger & Rosenfeld in Alameda, California, has been practicing law on behalf of labor unions since his graduation from University of California, Berkeley, Boalt Hall School of Law, in 1973. His book entitled "Offensive Bargaining" and the strategies he has developed have been used by unions throughout the country as effective weapons against anti-union employers.

On Saturday morning August 28th, from 8:30 AM to 1:00 PM, there will be an NCPSO/CWA national leadership meeting. There will be nominations and elections for Executive Board positions, awards presented, and a raffle. You must be present to win the raffle. This meeting will include a working lunch at approximately 11:30; and we should be finished by 1:00 PM.

If you register before June 25th the cost will be $225.00 per person. The cost for this program will be $275.00 per person after June 25th. The cost of a room at the Holiday Inn will be $110.00. You can reserve a room using one of the following two (2) options:
