Welcome to the National Coalition of Public Safety Officers/CWA website and the future of Public Safety Unions in the United States. We have recently re-designed our web page and hope you find it both informative and current to the issues of law-enforcement, regardless of your chosen profession within the public safety ranks.
Let me begin by introducing myself: My name is Luis Ebratt and I’m the President of NCPSO, which was established in 1994. I retired as a probation officer, serving on both the East and West coasts for 34 years. Fifteen of those years included a warrants detail, both as a manager and line officer. The remaining time was spent as an investigator and caseload officer. My career has provided me a diverse experience to include nearly all facets of the criminal justice system; for which I am indebted. This background set the foundation for my current position within NCPSO and provides a unique perspective in helping the NCPSO BOARD set the tone and direction for law-enforcement unions in this country. I invite you to view the biographies of my NCPSO colleagues to see how our varied backgrounds provide the backdrop for an all inclusive law-enforcement movement.
This is an exciting time, both locally in my home state of Arizona and nationally. While here in Arizona , AZCOPS Local 7077 has set an unprecedented pace for police labor growth, NCPSO anticipates greater opportunities once pending federal collective bargaining legislation is enacted in the 211th Congress. Further , our efforts to advance a national "Peace Officers Bill of Rights" has put NCPSO in the "debate" for the past five years. Our coalition is concurrently working to advance significant federal legislation which will forever impact our profession and move the police labor movement to the forefront. Details will be released as they unfold in Washington; be sure to visit our site for future developments.
