Lu Ebratt, NCPSO/CWA President and President of the Arizona Probation Officers Association

 

 

President Luis Ebratt was a probation officer in Pennsylvania from 1973 until 1984 before moving to Arizona. He served as  a probation officer in Arizona from 1984 until 1986; in 1986 he became a Probation Manager, a title he held until his retirement in July of 2007.

Lu has a B.A. Degree from Clarion State University in Pennsylvania, and completed his Masters studies in Criminal Justice Administration at Gannon University in Erie, Pa.

In 1998 Lu founded the Arizona Probation Officers Association and served as its president until 2001. After a brief hiatus, he returned as president in 2004 and currently holds this position, having been reelected in 2008 to a third term. The Arizona Probation Officers Association has approximately 1000 members.

In 2001 Lu spearheaded successful legislation to arm probation officers across the State of Arizona. 
 
In 2005,  SB 1303 was signed by the Governor granting Probation officers a restructured overtime schedule and the right to representation in personnel proceedings. 
 
In 2006 he successfully lobbied to move probation officers into a 20 year retirement.
Lu was subsequently hired as The Director of Government Relations for AZCOPS Local 7077 and followed this appointment with a disability bill for all officers in the CORP retirement plan in 2008.
 
Lu was appointed Secretary to the national Coalition of Public Safety Officers in 2004 and in January of 2009, he became the National Coalition of Public Safety Officers President upon the retirement of President Chris McGill.
 
Lu has dedicated his career to serving both the public and now, the men and  women who protect it.

Phil Gervasi began his career in March of 1969 with the New York City Corrections Department. In October of 1969 he was accepted into the New York City Police Academy and began his long tenured service with NYPD.

For 11 years he served in the NYPD Narcotic Division/Organized Crime Control Bureau, Mayor’s Arson Task Force, Street Crime Unit and Brooklyn South Task Force.

Upon completing 11 years of service to the citizens of New York City, Phil moved his family out west and began working for the Clark County District Attorney Investigators Unit. After 1 year of service, Phil found his calling back on the streets working for the Clark County School District Police Department.

Over the past 16 years Phil has risen through the ranks and currently serves as a police sergeant. Phil has served as the President of the Police Officers Association of the Clark County School District for the past 14 years.

Phil was appointed to the NCPSO/CWA Executive Board as Treasurer in 2008.

Mike Lee was appointed to the position of NCPSO/CWA Executive Secretary in July of 2009. Mike Lee currently serves as a Salt Lake County Deputy Sheriff and is President of the Salt Lake County Deputy Sheriffs Federation NCPSO/CWA Local 7700.

John Doran's first experience with a union was in 1972 when he returned from his military duty in Vietnam to work for his hometown fire department in North Carolina. When he was reprimanded for his union activities, Doran pursued a new career path where, for the next three decades, he worked to organize those looking for fair treatment in the workplace and a better quality of life.

What started in a local fire department led him  becoming president of the state firefighters union in North Carolina, since then, Doran's career hilights have included organizing correctional officers across the southwest, starting a state workers union in Oklahoma and organizing private sector unions which include bargaining numerous private and public sector contracts.

Currently based out of Sacramento, California, Doran travels throughout the United States advising NCPSO/CWA affiliates on their organizing programs, helps develop media strategy, and provides guidance on bargaining matters.

Doran is already working with leaders across the country in non-bargaining states to develop legislation which will grant public safety workers collective bargaining rights, in anticipation of the passage  of the federal collective bargaining bill for all public safety officers. Once passed and signed into law, HR 980 will require significant changes in state laws to provide for collective bargaining between public safety officers and their employers.

Resistance is anticipated from groups that traditionally fight bargaining rights or any type of worker rights in the workplace.  Doran is already working with key NCPSO/CWA affiliate leaders in order to prepare for these legislative changes in the next two years.  Doran is working with affiliates to establish their political action and lobbying programs in order to help promote these public safety legislative changes.

Don is from Glendora, California (Los Angeles County). He attended the Rio Hondo Police Academy in the summer of 1984 and graduated with his Class #70 at the age of 21. He was hired by the Montebello Police Department and worked the Patrol Division. During his tenure he served on the Montebello Police Officers Association board and was a strong advocate of the MPOA movement. During this time, Don worked tirelessly on the Montebello Police Activities League, donating approximately 1500 hours per year to the youth of the community. Don also was honored with multiple Medals of Life Saving. Unfortunately after 15 years of service, his career was called short, with a forced medical retirement, due to a foot pursuit gone awry.

Since that time Don worked tirelessly defending the rights of law enforcement officers in California, Nevada, Arizona and Utah. He has walked the halls of the United States Senate advocating the rights of all law enforcement officers throughout our great country and he will continue to defend the rights all who choose to serve as law enforcement officers.

Don currently serves as an Organizing Coordinator for District 9 of the Communications Workers of America, AFL-CIO, and assists with the Law Enforcement Division of CWA; the National Coalition of Public Safety Officers. He has negotiated millions of dollars in salary and benefits increases for law enforcement associations and he remains in high demand during contract negotiation sessions. He is also in high demand as a strategy consultant during times of conflict or political unrest for police associations. Don is an avid outdoor enthusiast and can often be seen riding his Harley Davidson motorcycle throughout the highways of America. Don currently serves as member of the; Knights of Columbus, American Legion, and American Sand Association, of California
